    Disaster Relief
​Emergency Priority Infrastructure proposed developments on existing USACE Parks
for Recreation, Camping, RV Homebase, Equestrian Activities, Disaster Relief and Economic Displacement.

1. Create 2 USACE safety-net Villages (Jobs and Housing ) from existing USACE Parks
Initially at Lake Seminole Chattahoochee ( Booster Village) Florida and 30 miles north of
Atlanta, Georgia at Lake Allatona ( New Victoria)

    New job holders receive: 1. Initial Housing in a Concierge Hostel from 60 to 90 days
2. Possible Trailer Housing thereafter in a RV or Park Trailer on a 35x 70ft lot.

 The total monthly amount does not exceed 20% of their monthly income. 
 Does not include E-Z amenities that cost extra.
Uses proven electric cars, golf carts and micro E-cars for maximum Emission reduction
as in the Villages Florida and Peachtree City Georgia. 

2. Create 6 new USACE Internet Created Villages or safety-net Villages within the Apalachicola National Forest along Highway 20 west of the City of Tallahassee Florida and adjacent Lake Talquin, and the Tates Hell State Forest with a combined area of 834,890 acres. Using not more than 20% of the north eastern land area against Lake Talquin.

New job holders receive: 1. Trailer Housing, 2. Solar Powered, and 3. A golf cart the total monthly amount does not exceed 20% of their monthly income.
  Does not include E-Z amenities that cost extra.

Uses proven electric cars, golf carts and micro E-cars for maximum Emission reduction
as in the Villages Florida and Peachtree City Georgia
3. Complete the Amtrak New Orleans to Orlando Florida ( down since 2005 after 
  Hurricane Katrina) with at least a slower Excursion Train and station upgrades in Mississippi, Alabama and a New Station in Tallahassee Florida and possible stations in the Apalachicola National Forest.  

4. Use the rail yards in Shreveport Louisiana for manufacturing US Rail passenger
cars, club cars, sleeper cars, and dining cars for Amtrak or Excursion Rail Trains..
Use these vast yards as a hub for remodeling dinner and sleeper cars for the
Excursion Rail (45 mph) lines example: Texarkana to Shreveport to Baton Rouge
to New Orleans to Mississippi to Alabama to Tallahasee Florida.

5. Build the ½ mile locks and dams in the Carquinez Straits at the Benicia Park to
stop the salt water intrusion into the Bay Delta area and to stop the flooding of
cities like Stockton California within the Delta. 
The surplus fresh water accumulated in the Bay Delta area is pumped to new 
reservoirs including the Strategic Water Reserve Canals adjacent the Salton Sea.
