Congessional Emergency Priority USACE WRRDA 7001 Proposals

This is a list of 7 recommended USACE Parks that can be found in “ Camping with the Corps of Engineers”by Sergeant Major Spurgeon L. Hinkle, United States Marine Corps, Retired .  
 These USACE existing Parks are listed in the Emergency Priority Proposals to Congress as WRRDA 7001 Proposals. These Emergency Priority Proposals to Congress are Camp grounds upgraded to 
a Themed Village Expansion with at least 800 RV sites for public usage. These Villages:
* Fight global warming with Rustic RV Lots, Reforestation, solar arrays and energy savings.
* Helps Flood, Hurricane and Fire disaster Victims with RV, Trailer and Hostel housing, and jobs.
* Allows a limited number of homeless workers, the economically disadvantaged and refugees.
* USACE safety net villages for College-University student “ ACE Development” jobs. 
* Funding of $2 to $10 million plus per park upgrade or $80 million maximum could be
  done through Congress, REITS or tax/developer incentives. 
USACE Location 1.    Lake Mendocino (SF) California, 1822 acre surface area lake Only 2 miles
Northeast of of the city of Ukiah. (gives big savings because of existing retail, commercial etc) 
Over 300 sites, could be expanded to 4000 pedestal hook-up sites.

USACE Location 3 Allatoona Lake ( NEW VICTORIA) Georgia in Bartow County, 30 miles northwest of Atlanta off I-75  8 marinas and 2 yacht clubs, 7 million visitors per year 
This Location is the most northern  and may suffer a big FREEZE for the 2019 Super Bowl.
